House of Councillors Gives Final Approval to the Civil Procedure Code Bill

On Tuesday, July 8, 2025, during a plenary session, the House of Councillors gave final approval to the Civil Procedure Code bill, marking the completion of the legislative process for this crucial legal text. This bill is part of the comprehensive reform agenda of Morocco’s justice system.

This approval comes within the framework of the reform momentum led by the Ministry of Justice under the high guidance of His Majesty King Mohammed VI, aimed at modernizing the legal framework for judicial procedures, simplifying processes, enhancing judicial efficiency, and ensuring citizens’ access to justice under fairer and more transparent conditions.

The Civil Procedure Code bill represents one of the fundamental pillars in the modernization of the Kingdom’s legal arsenal, alongside reforms of the criminal procedure code, revisions to the Family Code, regulation of legal professions, and the acceleration of the digital transformation of the justice system.

In this context, Minister of Justice Abdelatif Ouahbi emphasized that this reform is not merely a technical amendment to a legal text but a new contract between the judiciary and citizens based on trust, speed, and transparency, with the goal of building an effective justice system that upholds rights and strengthens the foundations of the rule of law.

The new law is expected to have a tangible impact on citizens’ daily lives by accelerating and simplifying litigation procedures, providing digital platforms for filing requests and tracking cases, and enhancing the protection of rights, especially for vulnerable groups. It will also enable legal professionals to operate within a modern and clearer legal framework that guarantees quality and reinforces legal security.

The Ministry of Justice praised the spirit of consensus that characterized the bill’s discussion in both chambers of Parliament and commended the contributions of various institutional actors, civil society, and professionals, whose recommendations and proposals enriched the debate and helped produce a balanced text that meets the expectations of citizens and stakeholders in the justice system.
