Rabat Upholds Ruling in Favor of Moroccan Woman Attacked by Stray Dogs in Casablanca

Rabat – The Administrative Court of Rabat has upheld the initial ruling that obliges the Communal Council of the Kingdom’s economic capital to pay a fine of approximately 50,000 dirhams.

The Administrative Court of First Instance in Casablanca had issued a decision in October of last year ordering the Casablanca Communal Council to pay 50,000 dirhams to a citizen who was attacked by stray dogs.

The plaintiff had filed a lawsuit against the Communal Council, the Wilaya (governorate) of the region, as well as the Local Development Company “Casablanca Environment,” after being the victim of a stray dog attack in August 2023 in the Lissasfa neighborhood, within the Al Hay Hassani district.

The attack occurred while the woman was on her way to work, when a pack of stray dogs surrounded and attacked her. She was only saved by the intervention of a guard present at the scene.

During the trial, the Casablanca commune denied any responsibility, claiming that the dogs in question were not stray but belonged to individuals. However, the Administrative Court of Rabat upheld the initial ruling, considering that the Communal Council bears the responsibility for maintaining the safety of citizens and reducing the risk of stray dogs in urban areas.
